We talked for a few minutes. He told me it could be several items which could cause the problem and he wanted to eliminate the simplest ones first. He checked the exterior water regulator and it was working properly. He installed the water hammer arrester and it functioned perfectly. Once they job was invoiced it was significantly higher than was was quoted to me. The owners answer was I sent the quote to the project manager. Be very careful of what this guy tells you. I wouldn't recommend this company nor will I use them in the future"
