"I hired them to replace my water heater and paid upon completion. After checking for a permit with the building department, they had not obtained a permit. After 4 weeks of a story about how their license name change was being held up, I called the building department and then they finally had a licensed plumber come out, have some changes made and obtained the permit. The job was inspected and signed off the next day"
