Baltic Construction, was founded in South Orange County, California, in 1989 by Boris Hoffman, who was born and raised in Lithuania. He earned a B.S. degree in Civil Engineering and Construction Technology from the Vilnius Gediminas Technical University (VGTU) in Vilnius, Lithuania. He immigrated to California in 1986 and started working in the construction industry there that year.
