After trying several times to get it started with no success, I called Total Comfort.  The serviceman was there in less than an hour.  As usual he was neatly uniformed, very polite and mindful of tracking leaves into the house.  He examined the unit and reported the damaged wire and capacitor to me.  He gave me a break on the price of the repair because another serviceman from his company had been here only about a week earlier and was the last person to touch the unit, meaning he may have caused the problem, or, at least, not identified it at that time.
