"I call several plumbers with the best review ratings that were nearby and Legend Plumbing had the best price for the Water Heater Replacement and were the only company available for immediate installation. The other companies I contacted, told me that they were booked until the following Monday or Tuesday. The company owner, stated that he could be at my home within the hour and he was. "Before the water heater installation, the technician said that in order to meet code requirement the water heater needed a vacuum breaker, which cost $95 above and beyond the $900 coupon price.  I said to him that the coupon price should be for a water heater that met all regulatory requirements instead of charging me extra for the vacuum breaker that's a code requirement.  He said no.  Since I needed the new water heater badly, I asked him to go ahead to install it and I would call his manager to talk about this.  When I called the manager he said he had to talk with the technician when he returned to the office the next morning.  When I called the manager again Monday morning after he had a chance to talk to the technician, he reduced the charge for the vacuum breaker to $30, perhaps the cost of the parts.  However, I still think that the vacuum breaker should be part of the package cost because they are supposed to supply and install a water heater with all parts required by prevailing codes because it's not an optional equipment.  Also, the technician used a pressure regulator, a flexible copper hose, and a power supply cable from my old water heater instead of using brand new ones.  Since the coupon did not list all these details, I couldn't argue about this, but the previous company which installed my last water heater supplied all these brand new, including the 3/4" brass ball valve for free while I had to pay $95 for it now.
