He said the house (build in 1917) had settled, and that the sidewalk along the side of the house was sinking toward the house, resulting in the water in the basement. He recommended removing the existing sidewalk, and laying new concrete with the proper slope away from the house. Although it was not a cheap fix, it was half of what I feared it would cost.
