The doors do operate more smoothly and quietly.  The technician said he did not have to replace any wheels and the other items I on the package I bought.  They were not needed.  He did accept the vouchers as payment but the total value of the package was more than what I purchased. 

I called Overhead to see if I could use the extra money I spent on other garage door work that was not a requirement for operation but I did not hear back from them.  I paid $90 more on the Angie's list package than just a regular tuneup on the door would have been.

I just did not understand what I was getting.

The next day arrived promptly, laid new subflooring and cleaned up the mess. They returned to lay the vinyl tiles and had it looking beautiful in a matter of a few hours.
