But without updating the agreed-upon quote, he asked to replace it. In the naive eyes of a new homeowner as myself, I thought it was covered by the original quote. It was only after all had been done that he said the flange replacement costs more than the toilet install itself. I learned only afterwards that New York State law requires a signed contract for home improvement projects costing more than $500 (NY Gen Bus L § 773). With this almost $700 project, I only got a receipt. So make sure to get everything in writing and pay only it is truly done."
