Because they weren't able to give me the specs of the water heater they would provide, just a flat rate on the heater and install it was difficult for me to compare with other quotes provided. I ultimately decided not to go with them because I got a bad feeling when they mentioned having worked in my city before but didn't seem interested in complying with city regulations requiring permits. Do I like needing permits for everything? No. But I'd rather do it how they require than face penalties later.
