"In the end we got exactly what was promised in pricing and rate, so I would definitely recommend him. I say "in the end," though, because there was an odd stumble in the week before closing.  From the beginning, Mark was very responsive to emails and calls and helped explain breakdown of closing costs--even when I called him at home. I've done refi's before so I'm aware enough of the process to make sure that things are on track before closing date. 
in the final two weeks before closing, a few times I questioned Mark about the loan amount on the GFE docs from lender who was handling refi--we were taking cash out on the refi--because it was a bit lower than we had asked.  Each response from Mark was that can be fixed later, near closing.  So, a few days before closing I asked one more time about lowered loan amount--and this is the "odd stumble" I mentioned earlier--and Mark said that I had asked for a "rate and term" loan, which means lower rate, not a cash-out refi, which is a higher rate, so that's why the loan amount was lower. I had no recollection, nor any emails, which I saved, that mentioned this type of loan. After a tense phone call, now two days before closing and rate lock expiration, he took the blame, sort of, for not explaining this at the beginning of the process.  The odd thing is, this would be a very obvious scenario to explain if someone says I'm taking a cash-out refi.  So by the next day, he scrambled to get amount and rate we had agreed to, and no apparent change in closing costs.
To me, the most important thing is that someone does what they promise, and I can forgive some mistakes--just make it right, and he did. I downgraded Central Lending, though, to a B because this seemed to be a pretty basic miscue, one that I questioned a few times and got the same answer each time, which turned out to be wrong, but Mark owned up and delivered what was promised.
